چکیده

Recent interest in “evidence-based policy-making” is a response to the perception that governments need to improve the quality of their decisionmaking in view of rapid changes and scarce resources.1 Creating better policies means using the best available evidence and not merely that which is the most easily accessible. In a world of information overload, there is a large amount of information that needs to be filtered. Producers and users of information may have different views of what constitutes evidence.2 The producers of scientific evidence are looking for results that can be assessed and are rigorous, comprehensive and generalizable; users are mainly interested in information and knowledge that are relevant, specific and fit for their purposes, concise and easy to understand. The challenge is how to balance all these views and expectations. It is important to make sure that evidence is accessible, as it would be unethical not to use it during the policy-making process.3 One way in which the WHO Regional Office for Europe ensures availability is through the Health Evidence Network (HEN). Six years ago, with the arrival of Dr Marc Danzon as WHO Regional Director for Europe, the Regional Office began focusing efforts and energies on matching services to the explicit needs of Member States. Although evidence is just one of many factors considered in the decision-making process , it was decided to take a novel approach in order to provide reliable evidence to inform policy-making: rather than build up a general evidence base, existing evidence is mobilized in response to specific questions, enabling HEN to respond to policy-makers’ concerns. The HEN approach starts and ends with European health policy-makers. This means both seeking their input on public health policy concerns and

Head-Driven Simulation of Water Supply Networks

Up to now most of the existing water supply network analyses have been based on demand-driven simulation models. These models assume that nodal outflows are fixed and are always available. However, this method of simulation neglects the pressure-dependent nature of demand that is characterized by changes in actual nodal outflows particularly during critical events like major mechanical or hydra...

Does Participation in Farmer Field School Extension Program Improve Crop Yields? Evidence from Smallholder Tea Production Systems in Kenya

Agricultural Extension services are among the most important rural services in developing countries. The services are considered to be a key driver of technological change and productivity growth in agriculture. In Kenya, like in the rest of the developing economies, agricultural extension has largely been delivered through supply–driven approaches. Due to perceived low impact of agricultural e...

تحلیل مبتنی بر فشار در شبکه‌های توزیع آب به کمک الگوریتم بهینه‌سازی ازدحام ذرات

A water distribution network (WDN) may not be able to satisfy all required demands when it’s in the pressure deficit mode or under over-loaded demand conditions. Analysis of the network in this mode requires pressure dependent analysis (PDA). Unlike demand driven analysis (DDA), PDA needs an extra equation for every node to relate the nodal demand and the nodal pressure; so it should be solved ...

Is It More Important to Address the Issue of Patient Mobility or to Guarantee Universal Health Coverage in Europe?; Comment on “Regional Incentives and Patient Cross-Border Mobility: Evidence From the Italian Experience”

This paper discusses whether European institutions should devote so much attention and funding to cross-border healthcare or they should instead prioritise guaranteeing universal health coverage (UHC), inequalities and tackling the effects of austerity measures. The paper argues through providing the evidence in both areas of research, that the priority at European level from a public health an...
